How can I slow down Touhou?

right, my laptop runs most of the Touhou series of games at 30 FPS, which is perfect for me. However, one of them runs at 60 FPS, and it's very disorienting. I've already tried changing the settings in the custom and in Vsync, and if I use Fraps, it glitches and becomes unplayable. How else can I slow down this one game? Thanks in advance.
