My friend shined a high-powered laser pen into a neighbours' cat's eyes (10 points best)?

my friend shined a 300mW laser pointer into the eyes of a neighbours' cat and he says he thinks he's made it blind. last night he shined at it and the beam hit the cat in the eyes and it let out a yelp and then it was stumbling around disoriented; what are the chances the cat now can't see? Will my friend get into trouble? What will happen? No one saw should we not tell anyone else? Thanks 10 points best.
